Final grades will be held if required assignments are not submitted.  Often the problem is not sharing the asignment correctly.  Please make sure that the instructor is shared as both Reviewer and Viewer.  You can verify that the assignment is shared correctly by clicking on Reviews under the Collaboration section (left side bar), click Sent for Review tab (top) in which you should see it pending.
