Research & Sponsored Programs Accounting

Research & Sponsored Programs Accounting (RSPA) is handled by the Bradley University Controller's Office. RSPA interacts with the Office of Sponsored Programs and is involved in the pre-award process by reviewing and approving the proposal budgets and coordinating contract and/or grant agreement signature execution. RSPA is responsible for the post award financial administration of sponsored research grants/contracts and externally funded grants/contracts. RSPA establishes grant/contract accounts and monitors and reviews all charges to those accounts to determine compliance with both University and funding source regulations. RSPA prepares and submits invoices and financial related reports to the funding agencies, disseminates financial information to the project investigators and respective departments, manages the grant close out process, and coordinates audit activities for grant accounts.

RSPA adheres to all pertinent Bradley University, federal, and state rules, regulations, and guidelines when administering and monitoring grants/contracts. University requirements and guidelines are found in the Faculty Handbook and in the Research and Sponsored Programs Handbook from the Office of Sponsored Programs. Specific federal regulations are found in the Office of Management and Budget (OMB) Circulars A-21: Cost Principles for Educational Institutions; A-110: Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations; and A-133: Audits of Institutions of Higher Education and Other Non-Profit Institutions. State regulations are found in the Illinois Compiled Statutes and State of Illinois Agency regulations governing grants and contracts for that particular state agency. Additional instructions and guidelines for some grants are found in the applicable Request for Proposal or Program Announcement from the funding agency.
