Practice Description
Mr. McMillan advises U.S. and non-U.S. companies on matters arising under U.S. export controls, trade sanctions, and antiboycott rules.  In addition, his practice covers anti-bribery and specialized commercial compliance issues in foreign sales and sales promotion under the U.S. Foreign Corrupt Practices Act (FCPA), foreign anti-bribery laws, and foreign commercial laws.  A significant portion of Mr. McMillan’s export controls practice concerns the U.S. International Traffic in Arms Regulations (ITAR).  He has also had extensive experience advising and representing companies with respect to U.S. Customs and Border Protection (CBP) matters, including customs audits and NAFTA.

In 2004 Mr. McMillan was resident in the Washington, DC office of Baker & McKenzie LLP, and he continues to work closely with trade-compliance practitioners in that office.

Following his graduation from college, Mr. McMillan was employed as a U.S. Customs Inspector, a federal law enforcement officer, at the Los Angeles International Airport.

Representative Clients, Cases or Matters
Mr. McMillan's practice involves compliance counseling, licensing, compliance reviews, internal investigations, voluntary self-disclosures, administrative enforcement actions, criminal investigations, and trade-compliance due diligence and post-acquisition integration in mergers and acquisitions.
Mr. McMillan has had significant experience working with companies in the aerospace and defense sectors.

Mr. McMillan is a frequent speaker in the United States and abroad on trade compliance matters, including at companies (as part of internal training), trade promotion organization conferences, trade association seminars, and various firm-sponsored events.
