The US – Singapore FTA has bound all Singapore tariffs applied to U.S. goods containing non-originating materials at zero provided they comply with the US - Singapore FTA Rules of Origin found in Annex 3A. Compliance with these Rules of Origin offers nearly all manufacturers the most likely scenario to certify the US origin of their product and ensure duty-free import to Singapore.

However, certification of origin may be relatively unimportant, as there are exceedingly few goods dutiable in Singapore, irrespective of origin status.
