The home work assignment tests the model that the rate of litigation in a state is the sum of the direct, positive effects of 
(1) wealth and (2) availability of lawyers.  Wealth is measured by 1983 Per Capita Personal income and this should
always be positively related the litigation rate.  Availability of lawyers is measured by the 1980 Population Per Lawyer
which should always be negatively related to the litigation rate.
