Born in Iowa, Scarff studied at The Art Institute of Chicago where he received "The John Quincy Adams Traveling Fellowship". He spent the following year in Europe exploring its artistic treasures.  In the early seventies Scarff was the Advertising Art Director for the Musical "HAIR".  During this time he produced an array of Fine Art projects from his Kinzie Street Studio. Scarff in those years received two National Endowment for the Arts Fellowships.  Late in the seventies with two other sculptors he purchased a Chicago Common Wealth Edison sub-station and has worked for the past thirty years from the Sedgwick Station space using it's neon/light lab and welding studio, created numerous large-scale architectural sculptures.  For 13 years, Scarff has curated and staged "The Odyssey Sculpture Series" on the campus of Purdue North Central University where they have exhibited 120 large-scale works by over 60 professional sculptors.

Scarff is currently working from his Chicago studio on international projects in Spain and the Bahamas, while painting in his Indiana studio/home looking west towards the majestic Chicago skyline.
